From The Indianapolis News, Wednesday, August 6, 1913: City Hall was closed as tight as a drum yesterday as nearly 3,000 city employees and their friends attended the municipal picnic at the State Fair Grounds. Contests of all kinds filled the day with a welcome intermission shortly after noon for “eats.” The police won the tug of war with the firefighters, and the veteran street sprinkling wagon mule Ebenezer won the mule race. “Bald-eyed Pete” won new laurels as a pugilist, and a bum eye, as he was cheered by the crowd for knocking out four sluggers who dared face him in a battle royal. Mayor Lew Shank was master of ceremonies and his voice was heard above the rabble as he officiated as umpire at the baseball game
