From The Indianapolis Star, Tuesday, June 10, 1913: North and South joined to honor the memory of Col Richard Dale Owen, the Civil War commandant of Camp Morton, with the unveiling of his bronze bust during ceremonies at the State House. In presenting the statue to the state of Indiana yesterday, Gen. Bennett H. Young, commander of the United Confederate Veterans, described Col Owen’s kindness to the Confederate prisoners under his charge by saying, “Brave in war, honorable in peace, cultured in mind and magnanimous of soul, he demonstrated in the face of opposition and censure that while he was a patriotic soldier, he was yet a true man, and filled with the loftiest instincts of generosity and mercy.” Mrs. Nora Owen Armstrong, a granddaughter of Col Owen, unveiled the niche revealing the bust.
