INDIANAPOLIS — Applications for program year 2026 opened on Oct. 1 and will close on April 20th, 2026 at 5 p.m. As an Indiana resident, you can use this portal to apply for assistance with your electric and primary heating utility services through the Energy Assistance Program (EAP). EAP is a federally-funded by the Low Income Home Energy Assistance Program (LIHEAP) block grant through the U.S. Department of Health and Human Services (HHS). It provides a one-time benefit that can assist you with the high cost of electricity and heating for your home. An EAP benefit is not intended to cover all of your heating and electricity costs, so you need to continue to pay on your bills regularly.
Although IHCDA is the direct recipient of LIHEAP funding, it does not administer EAP directly. Rather, all services are provided through a network of 19 Local Service Providers (LSPs). Each LSP has a set service territory determined by county, so what county you live in will dictate which LSP you work with. In Marion County, that is the John H.
