INDIANAPOLIS — The Blue Envelope Program serves as an awareness tool for both law enforcement officers and individuals who may experience heightened anxiety or communication challenges during police interactions. This includes individuals with Down Syndrome, Autism Spectrum Disorder, dementia, anxiety disorders, or other conditions. The program has launched successfully in several other states and is now offered in Marion County.
The program allows individuals to carry a Blue Envelope containing important documents such as identification, vehicle registration, and emergency contact information. It also provides guidance for both the individual and the officer, offering best practices for communication and de-escalation. The prosecutor’s office has partnered with The Arc of Indiana to provide law enforcement officers with resources to recognize the Blue Envelope and use the information provided to adapt their approach accordingly.
Participation in the Blue Envelope program is voluntary and does not require individuals to register with any database. For more information about the Blue Envelope Program, contact the Marion County Prosecutor’s Office at MCPO@indy.gov
