INDIANAPOLIS — Mayor Joe Hogsett joined Citizens Energy Group President and CEO Jeffrey Harrison recently in the Twin Aire neighborhood to celebrate a key milestone in the development of the Community Justice Campus. The agreement between the City and Citizens will ensure the continued remediation of the area, help facilitate continued investment in the neighborhood and, ultimately, allow the City to acquire 140 acres of the former Citizens Energy Manufactured Gas & Coke Plant, now known as Pleasant Run Crossing.
The City will purchase outright the Prospect Place West, Prospect Place East, and Twin Aire parcels for $2.1 million. The City will then lease the Pleasant Run Crossing parcels for an additional $2.1 million, taking on full ownership once Citizens completes its Remediation Work Plans (RWP), in partnership with the Indiana Department of Environmental Management (IDEM) and experts from Purdue University.
Citizens is moving forward with environmental remediation of the site that will accommodate the justice center development and other appropriate reuse opportunities. Other improvements to Pleasant Run Creek include the planting of more than 1,000 trees within the site and creek limits, as well as an elimination of sewage overflow into the stream. The sewage overflow is being prevented in conjunction with the DigIndy Project, and will restore water quality of the creek to levels not seen in a century.
