From The Indianapolis Times, Tuesday, May 23, 1922: At a special meeting of the Indianapolis school board today, superintendent Ellis Graff suggested pupils of School No. 4, Blackford and West Michigan Streets, be transferred in a body to the new School No. 5 building, California and West Washington Streets, and School No. 4 converted into a negro school. The change should be made, according to the superintendent, because the white population in the School No. 4 neighborhood is decreasing rapidly and the negro population is increasing at a corresponding rate. The change will be the first-time pupils have been moved in a body from one school to another. In the past, changes of this character have always been made by moving a class or two at a time. If the superintendent’s plan is adopted, it will become effective in September.
