Indianapolis adopted a law that states that it is illegal for pet owners to keep an animal outdoors if the temperature falls below 20 degrees or if a wind chill advisory has been issued. If the temperature is below 40 degrees, dogs must have insulated shelter with a cover over the opening. They must have access to food and water and cannot be chained outside between 11 p.m.-6 a.m. Those who break the law can expect to be ticketed and will pay a fine of up to $200. To report neglect of an animal, call the Mayor’s Action Center at 317-327-4622, or after hours call 317-327-3811 (police non-emergency).
