From The Indianapolis News, Wednesday, August 18, 1915: Resolutions adopted last night by the board of directors of the Indianapolis Chamber of Commerce declared that America desired peaceful relations with all the world, but that it must be prepared to defend itself against an enemy at all times. To achieve a greater degree of preparedness for war, the resolutions endorsed an army of 200,000 on a peace-time footing and recommended keeping arms, uniforms, equipment, and munitions sufficient for an army of 500,000 at depots and arsenals throughout the country at all times. A larger navy, a stronger second line of defense composed of a new militia under the control of the Secretary of War, and a second naval academy on the Pacific coast and a second military academy similar to West Point were also among the recommendations.
