Indy DPW to Make Safety Improvements at Mass Ave. Intersection

INDIANAPOLIS — Contractors for the Indianapolis Department of Public Works (Indy DPW) have begun construction at the intersection of Massachusetts Ave., College Ave. and St. Clair St. as part of a project to improve safety and resurface pavement. Weather permitting, construction is expected to be completed by late November. Businesses will remain accessible throughout construction.
The project incorporates permanent safety improvements into a previously planned resurfacing project. The improvements were developed following community conversations in October 2025 about safety concerns at the intersection, including the need for permanent solutions to better protect vulnerable road users following a fatal crash involving a pedestrian and an intoxicated driver.
Planned improvements include: six-inch raised curbing and modular curb extensions, increased on-street parking along College Ave., crash-rated bollards, rated to withstand impacts at speeds up to 30 mph, along the Indianapolis Cultural Trail, and traffic signal adjustments and relocations.
The project is being coordinated with community partners at the Indianapolis Cultural Trail to improve access and incorporate permanent safety features that better protect people walking and biking through the area.
These safety improvements are paramount as Indianapolis seeks to eliminate traffic fatalities as part of the city’s Vision Zero initiative. During Phase 1, crews will resurface the east side of College Ave. between East 10th St. and Massachusetts Ave. Through traffic on Massachusetts Avenue will be fully closed at the intersection of College Avenue and St. Clair Street. Access to East St. Clair St. and the northeast portion of Massachusetts Ave. at the intersection will also be restricted during this phase.
