From The Indianapolis Star, Sunday, July 29, 1923: ”Plans submitted for the new colored orphans’ home at 25th St and Keystone Av were discussed yesterday in a closed meeting of the Marion County council and the board of commissioners. Among the architectural concepts, were plans for a traditional institutional style facility by Elmer Dunlap Co and Herbert Bass, plans for a semi-cottage or detached idea by Wilson Parker, and cottage plans by Donald Graham and Merritt Harrison & Llewellyn Turnock. The cottage concept is favored by the Child Welfare Society and Juvenile Court officials. Also, many citizens appeared before the council earlier in the week and voiced strong support for this plan stressing that the cottage plan is the accepted concept in modern institutional architecture. The child’s welfare will be the main consideration according to the president of the council.”
