From The Indianapolis News, Wednesday, July 16, 1913: Small boys bathe their dogs, men soak their heads, women wash their hands and other small boys of a mischievous nature throw water on passersby out of the drinking fountains at the Soldiers & Sailors Monument in the Circle and keep them in an unsanitary condition, according to a complaint made today by one of the Monument guards to city police. The complaint stated that the one guard at the Monument had his hands full chasing small boys around after they threw water on people and that they made their escape before he could get around to them. However, when Captain Leonard Crane was asked to have the police aid in breaking up these practices, assistance was refused. A special train has been secured for those making the trip, and all will come home by rail.
