From The Indianapolis News, Thursday, May 3: Indiana is the first state which has made complete conscription arrangements. Last Saturday anticipating the enactment of the conscription bill, Governor Goodrich named ninety-two county conscription boards which are to take the census of all Hoosier men liable for military service under the law. The boards are composed of the county sheriff, county clerk, and a citizen of the opposite political party of these officials. A special board was also named for Indianapolis consisting of bond dealer Gavin L. Payne, realtor William L. Elder, and Linnaes C. Boyd, vice president of the Indianapolis Gas Co. A draft registrar was subsequently named by the boards for each precinct of each county. If conscription age limits are set at 21 and 35, Indiana will have approximately 368,000 men who might be called to service.
