From The Indianapolis Sun, Tuesday, March 18, 1913: Mayor Shank announced today that all dogs must be muzzled by April 1. The action follows the emergency resolution adopted by board of health in response to the existing hydrophobia situation. In the last month, a number of cases have been reported of persons having been bitten by vicious dogs, and an examination of several heads of dogs showed the presence of rabies. “The danger of not muzzling dogs exists in the fact that hydrophobia may develop in one dog several months after another dog has bitten him,” said Dr. T. Victor Keene, who added, “The sight of one person dying from hydrophobia is sufficient reason for muzzling all dogs.” Owners of dogs not muzzled will be arrested and fined from $5 to $50 for every offense.
