From The Indianapolis News, Thursday, July 29, 1920: The Indiana General Assembly unanimously passed a bill this afternoon to build a $2,000,000 (2019: $25,947,908) Indiana world war memorial on the land bounded by St. Clair St. and North St., Meridian St. and Pennsylvania St. now occupied by St. Clair Park and the Indiana Institution for the Blind. The legislation also gave the Indiana World War Memorial trustees the authority to develop the property between the Blind School and University Park in the event Indianapolis and Marion County acquires this land at any time in the future to “secure a harmonious and unified architectural and aesthetic effect of the entire series of grounds so used and dedicated for memorial purposes.” The trustees can make reasonable rules limiting the kind, character and height of buildings within 300 feet of the memorial site.
