Coal Factory Redevelopment Meeting Jan. 10

IRVINGTON — The Irvington Development Organization is hosting the third in a series of meetings before the Indianapolis Historic Preservation Commission (IHPC) hears the rest of the items (variances, site plan, design, and demolition) in the proposed redevelopment of the Coal Factory property. This meeting will be held Jan. 10 at 6 p.m. at Irvington Presbyterian Church, 55 Johnson Ave. and will be a chance for the development team to show the latest version of the project designs based on the comments from the neighbors in previous meetings.
In November 2016, IHPC voted to include residential and artisan and beverage/food production uses in the CS zoning of the property. IDO has hosted two previous meetings in November and December to invite the community to review the draft designs and offer feedback. In addition, the developers presented the plans at the two Historic Irvington Community Council meetings, plus numerous one-on-one meetings with neighboring property and business owners have taken place.
At the December meeting, developers of the potential project proposed 46 units, mainly one bedroom apartments, and about 3,000 square feet of commercial/retail space on the first floor. The apartments would be geared toward affordable housing and receive Section 42 tax credits. The rent that a Section 42 resident will pay is capped at a fixed amount and includes utilities that are the resident’s responsibility; it is not a government subsidized rental program.
The IHPC is scheduled to hear the additional items at their Feb. 1 hearing unless it needs to be continued further out. No actual work can be done on the site until those other items are approved. The tax credit awards will be announced late February.
