Ethel Winslow/Weekly View Margaret Banning, Executive Director of Irvington Development Organization, lead the Sept. 21 celebration of the official opening of the Irvington Streetscape, Phase I, and the unveiling of the Historic National Road Marker on East Washington. Phase II of the Streetscape project will involve East Washington from Ritter to Emerson Ave. and will begin soon.
