From The Indianapolis Star, Wednesday, October 1, 1913: A representative of fire insurance companies told prominent business men and members of the city council that fire insurance rates in Indianapolis will be boosted in the near future unless a new building code ordinance that was proposed two years ago is adopted. Councilor George B. Rubens said, “Our city has improved its fire department and the water company has improved its firefighting service….Our city is known throughout the country as one of good fire protection, but poor as to building regulations. Do we want to leave anything unturned that would prevent investors from establishing industries in our city? Richard Lieber noted the increased annual fire loss has not been the inefficiency of our fire departments. The cause is that we have not erected the proper kind of buildings.
