From The Indianapolis Star, Thursday, September 18, 1913: The Emerson Civic League completed its organization last evening. Earlier twenty residents and property holders residing in Emerson Heights met to consider various problems of interest to those living in that locality. First under consideration will be an effort to persuade the gas company to supply gas for the suburb and it will be requested that the mains be laid in the alleys instead of the streets. The matter of street lights will also be pushed. The Emerson Civic League includes that portion of the city north of East Washington to Tenth Streets between Ellenberger Park and Linwood Avenue. The officers are: Charles E. Bacon, 806 DeQuincy, president; Bert I. Westover, 703 N. Bancroft Av, vice president; and Orval A Curry, 625 N. Riley Av, secretary-treasurer.
