INDIANAPOLIS — Families across central Indiana are facing an escalating childcare crisis, and the YMCA of Greater Indianapolis is stepping up to ensure that no child is left without care.
Recent state budget decisions and market-rate changes have slashed reimbursement rates for Indiana’s Child Care and Development Fund (CCDF) vouchers, reducing support to working families by as much as 50%, with the steepest reductions in counties like Marion.
The impact is profound: about 55,000 Hoosier children rely on CCDF vouchers to access safe, quality childcare while their parents work, attend school, or pursue job training. Providers across the state are already reducing classroom capacity or closing programs entirely. A recent survey revealed that 11% of providers may close completely, while nearly one in five have already shuttered at least one classroom.
Locally, the YMCA serves thousands of children through its Before & After School and Early Learning programs. Under the previous CCDF model, a week of before- and after-school care could be fully covered by a voucher at approximately $75. With the recent changes, many vouchers now cover only half of that cost—leaving families to pay the difference.
To prevent this immediate crisis, the YMCA is covering the shortfall for every affected family during the month of October — an investment of $22,000 per week. However, a one-month solution is not enough. The YMCA has launched a campaign to raise $750,000 to sustain this support through the end of 2025, ensuring that no family in its care bears the burden of these sudden state-level cuts.
