INDIANAPOLIS — A significant infrastructure improvement project has been proposed by INDOT at Rural and Massachusetts Ave., which serves as a major gateway into the Near Eastside. The construction is anticipated to start in 2027 and would include:
• Realignment of Rural Street between I-70 to approximately 250 feet south of Massachusetts Avenue.
• Construct a new crossing at the CSX railroad and raise the grades of Rural St. and Massachusetts Ave. south of the crossing.
• Update traffic signals on all approaches to the Rural Street intersections with Massachusetts Ave., Brookside Ave., and Bloyd Ave./Roosevelt Ave.
• Replace traffic signals at Massachusetts Ave. and the CSX railroad crossing and make signal timing updates.
• Replace all curb ramps to be compliant with the Americans with Disabilities Act (ADA).
• Replace or add inlets, focusing on the Brookside Ave. and Bloyd Ave./Roosevelt Ave. intersection
