INDIANAPOLIS — On Oct. 24, the Indiana Housing & Community Development Authority (IHCDA) approved a $20 million grant to the City of Indianapolis to support the capital budget of the city’s Housing Hub. This newly announced financial support is in addition to Mayor Joe Hogsett’s commitment of $12 million for the project. The Housing Hub will be the first publicly constructed shelter in Indianapolis’s history.
In Sept. 2023, Mayor Hogsett announced land parcels in and around the 1000 block of E. Georgia St. would be the site of the Housing Hub. This low barrier shelter will centralize supportive resources for neighbors experiencing homelessness. A shelter like the Housing Hub will lower barriers to shelter that can prevent an individual or family from entering existing shelters.
The City entered into negotiations in September 2024 through letters of intent with Horizon House to serve as operator for the Housing Hub’s day center and housing navigation center and with Aspire Indiana Health to operate the low barrier shelter. The good faith negotiations will continue with both organizations as operational and financial terms are determined. Formal selection of and contracting with operators is not finalized, but the State’s award of capital funds initiates the final stage. Other funding sources to support the shelter’s operation include the Economic Enhancement District (EED) as well as public, corporate, and philanthropic funds.
