Mayor Joe Hogsett Announces Leadership Transitions

INDIANAPOLIS – Mayor Joe Hogsett has announced leadership transitions for numerous cabinet-level appointments in his administration.
Lauren Rodriguez has been named Deputy Mayor of Public Health and Safety, effective immediately. Martine Romy Bernard-Tucker will replace Deputy Mayor Rodriguez as Director of the Office of Public Health and Safety, effective January 1, 2023.
Scarlett Andrews has been named Deputy Mayor of Economic Development, effective immediately. Portia Bailey-Bernard will continue to serve as Senior Vice President of Develop Indy at the Indy Chamber, where she leads business attraction, retention, and expansion. Rusty Carr will be Interim Director for DMD, where he is currently deputy director.
Jeff Bennett has been named Senior Policy Advisor to the Mayor, effective immediately. Bennett currently serves as Deputy Mayor of Community Development, where he oversees four City departments focused on neighborhood services while leading the administration’s work on broader issues such as affordable housing, homelessness, and community economic development.
Ben Tapper has been named as Chief Diversity & Equity Officer, the first in the City’s history, effective January 3, 2023. In this role, he will be responsible for executive-level strategy, development and implementation of results-focused policies and strategies to support the City of Indianapolis’ diversity, equity, inclusion and accessibility (DEIA) efforts across departments and agencies.
Brandon Herget has been named as Director of the Department of Public Works, effective December 19. Herget currently serves as Chief Financial Officer and Policy Director for the Indianapolis-Marion County City-County Council, where he has worked since 2019.
Abbey Brands has been named Director of the Department of Business and Neighborhood Services (DBNS), starting January 1, 2023.
