Former County Jail Slated for Redevelopment

INDIANAPOLIS — 1820 Ventures’ Cole Motor Redevelopment is the chosen bid for the Marion County Jail II and Arrestee Processing Center Adaptive Reuse Request for Proposal.
The $120 million Cole Motor Redevelopment will create a dynamic neighborhood hub that bridges downtown to the Near Eastside with arts and culture destinations, over 100 units of housing, and educational opportunities. The redevelopment will transform Market Street into a pedestrian-focused connector, aligning City Market and Market East investments with 1820’s ongoing $250 million Elevator Hill redevelopment and planned mass transit improvements.
In January 2022, DMD called for the mixed-use repurposing of two former criminal justice properties that honors the history of the campus and revitalizes the physical and cultural connection between downtown and the Near Eastside.
Englewood Community Development Corporation, which has been working for years on the east side, will be working with 1820 Ventures on the local retail for the project.
The campus will include loft-style housing and retail, with 110-140 new units of apartments to be developed. 1820 Ventures and The Vogue are partnering on the Cole Motor Redevelopment’s north building to locate the city’s second location of The Vogue, one of the region’s oldest and most well-known concert and event venues.
In addition, the Cole Motor Redevelopment is exploring opportunities to collaborate with Ball State University and Indianapolis Public Schools to expand educational pathways on the near east side of downtown. These partnerships could include programs like an early childhood center and a career pathways center, as well as broader collaboration with other Near Eastside schools.
DMD and 1820 will propose public financing measures to the Metropolitan Development Commission and the Indianapolis City-County Council for the Cole Motor Redevelopment. The development team will begin construction in 2023.
