From The Indianapolis News, Tuesday, January 21, 1913: Last year’s requirement that voters be registered for the November election has provided Center Township Assessor James E. Berry with a list that he can use to run down those who failed to list themselves for payment of poll tax. Deputy assessors are making a card index of the names appearing on the registration lists to see if all were listed for poll tax during the last assessing period. Mr. Berry says poll taxes are unusually hard to collect owing to the fact that people living in the township move so frequently. The assessor believes that the use of the registration books will give him an additional channel through which to catch poll tax dodgers.
