INDIANAPOLIS — The Coalition for Homelessness Intervention and Prevention (CHIP), in collaboration with the City of Indianapolis, Horizon House, Indiana Housing and Community Development Authority (IHCDA), and Professional Blended Street Outreach (PBSO) partners, will conduct the 2024 Point-in-Time (PIT) Count on Wednesday, Jan 24, at dusk. The count will begin on Jan. 24 and run through Jan. 28, using a mixed methodology to conduct a single-night census of sheltered and unsheltered persons experiencing homelessness in Indianapolis. Since 2005, HUD has required communities receiving federal funds to conduct a PIT Count during the last ten days of January. Results will be announced in spring of this year.
Last year’s Point-in-Time Count revealed some encouraging information, including an 8% decrease from 2022. The number of sheltered individuals decreased as well, 19% in 2023. However, the number of unsheltered individuals increased 77% overall and 133% for Black individuals. There was a 17% decrease in individuals in families staying in emergency shelters or transitional housing; however, 2023 had the largest number of unsheltered families to date.
Unfortunately, last year’s results also noted that Black individuals continued to be disproportionately represented, accounting for 52% of the total Count, 60% of individuals in shelters, and 71% of individuals in families. Last year also saw a startling increase of 130% in people experiencing chronic homelessness.
